Missed the 31 October FBR Deadline? How to File Late Income Tax Return (TY2026) and Restore ATL Status

The 31 October 2026 FBR deadline has passed. Here is what happens if you missed it, how to still file on Iris 2.0, the exact Section 182A surcharge fees to get back on the Active Taxpayers List (ATL), and how to avoid punitive withholding tax rates.

The extended deadline for filing Income Tax Returns for Tax Year 2026 expired on Friday, 31 October 2026. If you missed the window, do not panic — but do not wait either. The FBR Iris portal remains open for late returns, and by following the statutory procedure under Section 182A of the Income Tax Ordinance, 2001, you can still submit your declaration and restore your Active Taxpayer status.

Can You Still File Your Tax Return for Tax Year 2026?

Yes. A common misconception is that the FBR portal locks taxpayers out after the deadline. Under Section 114 of the Income Tax Ordinance, 2001, Iris 2.0 accepts returns around the clock throughout the year. However, filing after the statutory due date transitions your submission into a late filing, which carries two specific consequences:

  • Temporary removal or exclusion from the Active Taxpayers List (ATL).
  • A mandatory surcharge payment under Section 182A to activate your name on the ATL.

The Cost of Staying an Inactive Taxpayer (Tenth Schedule Penalties)

In Pakistan, being off the Active Taxpayers List is significantly more expensive than filing on time. Under the Tenth Schedule, inactive taxpayers face doubled withholding tax rates across everyday financial activities:

  • Banking transactions & cash withdrawals: Higher advance tax under Section 231AB.
  • Purchase and sale of immovable property: Up to double advance tax under Sections 236C and 236K.
  • Motor vehicle registration & token tax: Increased advance tax brackets under Section 231B.
  • Dividend and bank profit income: 30% withholding tax instead of the standard 15% filer rate.

How Much is the ATL Surcharge Under Section 182A?

To restore active status after filing a late return for Tax Year 2026, you must generate a separate Payment Slip ID (PSID) on the FBR e-payment portal under the specific head "Surcharge for ATL (Section 182A)". The statutory rates are:

  • Salaried Individuals & Freelancers: PKR 1,000
  • Business Individuals & Sole Proprietors: PKR 1,000
  • Association of Persons (AOP / Partnership): PKR 10,000
  • Companies (Private & Public Limited): PKR 20,000

Step-by-Step: How to Regularise Your Tax Status Today

  1. Login to Iris 2.0: Access your account at iris.fbr.gov.pk and prepare Declaration Form 114(1) for Tax Year 2026.
  2. Reconcile Wealth Statement (Form 116): Ensure your opening assets, annual inflows, personal expenses, and closing wealth balance tally without reconciliation discrepancies.
  3. Submit the Return: Enter your verification PIN and submit the return.
  4. Generate Surcharge PSID: Visit the FBR e-payment system, select Income Tax, choose tax year 2026, and select payment code Surcharge for ATL u/s 182A.
  5. Pay via 1Link or Mobile Banking: Settle the PSID through internet banking, ATM, or any authorised bank branch.
  6. Verify ATL Status: Once payment is posted (usually within 24 to 48 hours), verify your status by sending an SMS with ATL [13-digit CNIC] to 9966 or checking the weekly ATL published on the FBR website.
